How Do I Register to do Business with TARTA?

To register to do business with TARTA, please request a vendor packet from Andrea Sharp or call 419-245-5229. Quotation and approval processes vary slightly depending on purchase orders for inventory, non-inventory, or a requisition for services performed. Specific details for each project/item are available and will—in most cases—require quotes from multiple sources.

 
Once the appropriate number of quotes are obtained, they will be internally routed through the TARTA review and selection process. Once the vendor is selected, the paperwork will be processed internally for approval. Upon approval, the TARTA Purchasing Team will contact you with a purchase order number with the approved amount, or send an electronic copy of the approved purchase order or requisition. Only TARTA’s Purchasing Team can authorize services and/or supplies ordered.

What is the DBE goal for TARTA?

The DBE goal for TARTA for the fiscal years 2024, 2025 and 2026 is 10.0%.

The 2024-2026 DBE Program was approved by the TARTA Board on March 21, 2024.

A virtual public meeting was held on February 7 at 10 A.M.

In accordance with the U.S. Department of Transportation, DBE regulations, it is TARTA Policy to utilize ready, willing, and able disadvantaged and small businesses, and to use the best efforts possible to level the playing field in the marketplace by ensuring these firms have the opportunity to participate in the procurement process. What are NAICS Codes and Where Do I Find Them for My Company?

The North American Industry Classification System (NAICS—pronounced “nakes”) was developed as the standard for use by federal statistical agencies in classifying business establishments for the collection, analysis, and publication of statistical data related to the business economy of the U.S. Visit the NAICS website to search for your codes.

SAM Registration

TARTA prefers its vendors have a SAM (System for Award Management) registration.

All vendors doing $25,000 annually or more with TARTA must have a SAM registration available at GovernmentContractRegistration.com or by calling 1-844-470-8802.

Disadvantaged Business Enterprise Certification

In accordance with 49 CRF Part 26, the Toledo Area Regional Transit Authority transitioned to the Unified Certification Program (UCP), which means that all DBE Certifications are synchronized with the Ohio Department of Transportation (ODOT) for each state per the federal mandate. ODOT administers all of TARTAS’s DBE certifications, re-certifications and on-site visits. All certified DBE’s are maintained in a centralized database on the ODOT website and can be publicly accessed with limited information.  Contact ODOT with any questions or comments about the Ohio UCP. TARTA defines DBE companies as for profit businesses that (i) Are at least 51% owned by one or more individuals who are both socially and economically disadvantaged, (ii) Whose management and daily business operations are controlled by one or more of the socially and economically disadvantaged individuals who own it, (iii) Meet the Small Business Administration’s (SBA) size standard for each applicable NAICS code and do not exceed $23.98 million in gross annual receipts, and (iiii) Whose owners are U.S citizens or lawfully admitted permanent residents of the U.S. a TARTA defines a local company as either maintaining their principal place of business within the TARTA service area or having at least 51% of their employees reside within the TARTA service area.
