Title VI

Your Rights under Title VI of the Civil Rights Act of 1964

Title VI of the Civil Rights Act of 1964 (Title VI) requires that no person in the United States, on the grounds of race, color or national origin be excluded from, be denied the benefits of, or be subjected to discrimination under any program or activity receiving federal financial assistance. Presidential Executive Order 12898 addresses environmental justice in minority and low-income populations. Presidential Executive Order 13166 addresses services to those individuals with limited English proficiency.

Title VI Report

This Title VI Report was developed by TARTA to demonstrate how the agency is complying with Title VI requirements. As a direct recipient of FTA funds, TARTA must submit a Title VI report to FTA every three years. The most recent submission was approved by the TARTA board October 2020 and covers the time period of 2017-2019.

Making a Title VI Complaint

Any person who believes he or she has been aggrieved by an unlawful discriminatory practice under Title VI may file a complaint with TARTA. Any such complaint must be in writing and filed with TARTA within 180 days following the date of the alleged discriminatory occurrence.

TARTA operates its programs and services without regard to race, color, and national origin in accordance with Title VI of the Civil Rights Act.

Any person who believes he or she has been aggrieved by any unlawful discriminatory practice under Title VI may file a complaint with the Toledo Area Regional Transit Authority (TARTA).

A complainant may file a complaint directly with the Federal Transit Administration by filing a complaint with the Office of Civil Rights, Attention: Title VI Program Coordinator, East Building, 5th Floor-TCR, 1200 New Jersey Ave., SE, Washington, DC 20590.

Interpretation and Translation Services

Under the Safe Harbor Provision listed in Circular 4702.1B Chapter III, Section 9 TARTA monitors populations of non-English speakers. For the TARTA service area Spanish, Arabic, and Chinese qualify for the Safe Harbor Provision.  Translated versions of vital documents are available for these languages. Other translations can be made by request.
