Toledo Area Regional Transit Authority (TARTA) is seeking a result-driven public transportation professional, who is prepared to join a dynamic leadership team about to embark on agency-wide transformational change. The desired candidate will be committed to collaborative and inter-departmental leadership, workforce development, goal setting and performance metrics, and streamlined workflow processes; is accustomed to working in a fast-paced environment; and promotes a highly innovative workplace.
ESSENTIAL FUNCTIONS:Â Â Include the following. Other duties may be assigned by the General Manager.
â¢ Directs the workplan and actions of the Planning and Scheduling Department staff
â¢ Directs transportation planning and programming in support of TARTAâs focus on customer service, value to taxpayers, delivery of programs and projects, and innovation
â¢ Develops goals, major priorities, and strategies to improve mobility and resolve major transportation issues
â¢ Creates and implements policies to provide effective transportation projects and services
â¢ Identifies and secures grant funding necessary to underwrite a multi-million-dollar transportation capital and operating portfolio
â¢ Develops and implements procedures to effectively implement actions that support and protect the public interest
â¢ Directs community oriented joint development projects and new business opportunities, and provides high-level direction on all TARTA real estate activity
â¢ Leads staff in inter-departmental and inter-agency collaboration and cooperation
â¢ Analyzes policies and formulates and presents policy recommendations to the General Manager (GM) and TARTA Board of Directors on planning, programming, real estate, and joint development matters
â¢ Leads preparation and updating of a long-range transportation plan addressing public transit and paratransit, bicycle and pedestrian facilities; traffic management; and goods movement
â¢ Directs the analysis and documentation required to assess environmental impacts and meet requirements of Ohio and federal environmental laws and regulations for all of TARTA’s programs and projects
â¢ Works with outside agencies and policy makers to create partnerships and secure support for programs and projects
â¢ Consults with and recommends to General Manager and management effective legislative and communications programs to enhance TARTAâ²s image
â¢ Discusses, informs, and advises management on department operations and special projects
â¢ Develops, monitors, and adheres to budget
â¢ Develops solutions for challenges arising from constrained and conflicted resource demands
â¢ Prepares and maintains forecasts of sources of funding for transportation projects and services
â¢ Implements programs to train and prepare all planning and programming staff to advance professionally
â¢ Advocates TARTAâs safety vision; approves and adopts the agencyâ²s safety rules, policies, and procedures; communicates safety expectations; and maintains accountability for the safety performance of the entire agency
â¢ Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of TARTA are carried out
A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a two-for-one-year basis. A typical combination includes:
â¢ Bachelor’s Degree in Business, Public Administration, Public Policy, Urban Planning, Transportation Planning, Engineering, or a related field; Master’s Degree in a related field preferred Experience
â¢ Five years of relevant executive management-level experience in transportation planning, programming, and project development
